DSS Step 1: Problem definition

The aim of Step 1 is to set the Problem definition. The WFD requires a ‘good status´ for all waters by 2015 and phase out of PSs by 2020. PS concentrations may not exceed the EQSs and they may not increase in time. The need is to comply with this requirement and therefore non-compliance is can be defined as problem. The result of this step is a table or map with areas where PSs cause problems.
